User's instructions for the State Registry of Movable Asset Encumbrances web-site:

The State Registry of Movable Asset Encumbrances portal provides access to the State Registry of Movable Asset Encumbrances database to register, change, terminate, dispute and search notices of encumbrance. The web-site is at www.mpcr.fimsa.az .

The portal consists of two parts, informative and interactive. The informative part provides information on the Registry’s mission, how it operates, user guidelines, applicable laws, useful links, etc., in sections like About Us, Help, Legal Framework, FAQ and Contact.

The portal offers a broad range of options:

  • To sign up and get an account;
  • To update registered user and administrator details;
  • To add or remove registered users;
  • To restore or change password;
  • To search and view notices of encumbrance;
  • To file, change, terminate notices;
  • To object to a notice of encumbrance;
  • To get a search report;

The web-site's home page (figure 1) contains the Registry's main menu and additional supporting sections in a convenient and user-friendly form. The right-hand side of the main part of the web-site has Home Page, About Us, Help, Legal Framework, FAQ and Contact. The center contains informative slides and news, the upper right panel is reserved for sign in and sign up functions. The lowermost of the web-site offers Useful Links.

The portal’s informative menu contains:

  • Home page – the main page that offers the necessary information for site visitors;
  • About us – factors that warranted cretion of the Registry, its mission and publicly accessible information about the Registry;
  • Help – user's instructions, fees, terminology, etc., as relevant for the Registry;
  • Legal framework – regulatory and legal documents, guidelines and procedures relating to the Registry;
  • FAQ – frequently asked questions and answers;
  • Contact – contact information and online inquiry;

                To sign up, the relevant fields need to be filled out for each type of customer.

 

  1. Natural person

  • First name
  • Last name
  • Patronymic
  • Tax ID (if applicable)
  • PIN – personal identification number
  • Serial and sequence number of the identity card
  • Phone number
  • Registered address
  • And e-mail

All fields are mandatory, except Tax ID. Tax ID field is not optional for unincorporated individual entrepreneurs.

What’s a PIN and how do I find it?

PIN code is the Personal Identification Number of the identity card. The personal identification number is a unique code that allows for identifying a person’s data as recorded in the state registry, assigned in accordance with the law. That is, the personal identification number is required when entering data in the state rgistry, which makes the data distinguishable, unrepeatable and makes sure the data are used effectively.  The personal identification number is a uniform seven character code combining letters and numbers, and it never changes. It is the code consisting of the penultimate 7 numbers and letters in the lower right hand corner of the photo side of your national ID.

When all the relevant fields have been completed, click Submit. If the data check ascertains that the data are accurate and complete, they are confirmed by the registry administrator. If so, a login (username) and a password will be sent to your e-mail that you can now use to access your account. You will be prompted to change your password at first entry for security purposes.

  • Expiry date of the passport
  • TLR/PLR – temporary leave of residence/permanent leave of residence number

When all the relevant fields have been completed, click Submit. If the data check ascertains that the data are accurate and complete, they are confirmed by the registry administrator. If so, a login (username) and a password will be sent to your e-mail that you can now use to access your account.
